Dr. Vickie L. Cartwright
Broward County Public Schools welcomed Dr. Vickie L. Cartwright as Superintendent of Schools on February 24, 2022. The School Board selected Dr. Cartwright to lead the nation’s sixth largest school district on February 9, 2022, following a national search for candidates. Dr. Cartwright had served as the District’s Interim Superintendent since August 2, 2021.
With “Students First” as her guiding principle, Dr. Cartwright is committed to ensuring all students receive a high-quality education, collaborating with stakeholders, creating partnerships and building relationships.
Dr. Cartwright’s career in public education has spanned 26 years, previously serving as Superintendent of Schools for Oshkosh Area School District in Wisconsin. She also worked for Orange County Public Schools (OCPS) for 17 years, serving as Associate Superintendent for Exceptional Students Education (ESE) with responsibilities for supporting students and leading principals, central office administrators, instructional personnel and classified staff. Her leadership experience includes directing the Accountability, Research and Assessment Department at OCPS, as well as serving as Vice President of the American Educational Research Association for the Division of Research, Evaluation and Assessment in Schools, and President of the National Association of Assessment Directors.

Tricia McManus
Tricia McManus was born and raised in Tampa, Florida. She is one of eight children born into a family of educators. She graduated from the University of South Florida with a Bachelors’ Degree in Elementary Education and a Masters’ Degree in Educational Leadership and served as an educator in Hillsborough County Public Schools for thirty years.
She started her career as a teacher and then moved into the positions of Assistant Principal, Principal, Director of Leadership Development, and Assistant Superintendent of Leadership, Professional Development, and School Transformation. As a principal, she improved school grades and student outcomes in two underperforming schools and was recognized by the Florida Department of Education for these accomplishments. As Director of Leadership Development, she developed and oversaw the Hillsborough Principal Pipeline, a comprehensive talent management system for recruiting, selecting, hiring, developing, and evaluating school leaders. In her last two years, Tricia oversaw and supported the district’s fifty underperforming schools.
Under her leadership, the district created new structures for school turn around which included a new employee compensation plan, equitable resourcing and staffing, and systems of district and community support. In June 2020, Tricia began serving as Deputy Superintendent in Winston Salem/Forsyth County Schools and was appointed to the Superintendent position in February 2021. Tricia has been married to her husband Mike for twenty-five years and has two daughters, Morgan and Megan.

Dr. Jacquelyn O. Wilson
Jackie Wilson has been advocating for state policy that supports standards, training, and improved working conditions for school leaders for 20 years. She has over 40 years of experience in education including teaching, reading specialist, assistant principal and principal, Director of Professional Accountability at the Delaware Department of Education, and serving as faculty at the University of Delaware. She was elected Delaware’s National Distinguished Elementary School Principal (NAESP 2002) and a USDOE National Blue Ribbon School Principal (2001).
Dr. Wilson is the Executive Director of the National Policy Board for Educational Leadership. NPBEA is a national alliance of major membership organizations committed to the advancement of school and school-system leadership. Member organizations represent the educational administration profession and collaborate to improve the preparation and practice of educational leaders at all levels. Member organizations include the Council of Chief State School Officers (CCSSO), the International Council of Professors of Educational Leadership (ICPEL), the National Association of Elementary School Principals (NAESP), the National Association of Secondary School Principals (NASSP), and the University Council for Educational Administration (UCEA). Dr. Wilson co-chaired the national standards redesign committee that developed the Professional Standards for School Leadership and has been engaged nationally in the redesign of principal preparation programs aligned to the PSEL/NELP standards.
Dr. Wilson is an assistant professor in the School of Education where she teaches and advises graduate students. She has served as the Director of the Delaware Academy for School Leadership (DASL), a professional development, research and policy center in the College of Education and Human Development at the University since 2010. In 2015-2017 she led the merger of three professional development centers and designed a comprehensive model of professional development that includes content and leadership coaching and professional learning for teachers and principals. In her role at DASL, Dr. Wilson leads a team of leadership specialists providing professional development and coaching support to education leaders.
